Banker Mark Mobley Appointed to North Oaks Health System Board of Commissioners, Angelique Richardson Reappointed

[HAMMOND, La.] — The Tangipahoa Parish Council has appointed Mark Mobley, a longtime banker and resident of Ponchatoula, to the Board of Commissioners for North Oaks Health System. North Oaks also is known as Hospital Service District No. 1 of Tangipahoa Parish.

The council appointed Mobley at its Dec. 13 meeting to replace Blake Daniels, who retired from the board effective Jan. 31, 2022 after completing two six-year terms of service. 

A 44-year resident of Tangipahoa Parish, Mobley’s banking career spans 37 years. In 2019, he joined the national banking association The First as a senior vice president and commercial loan officer in his hometown. He came to The First from the former Florida Parishes Bank in Hammond, where he served as senior vice president and chief credit officer for eight years. His prior experience also includes leadership roles with Business First Bank in Mandeville, First Guaranty Bank in Hammond and the former Central Progressive Bank in Ponchatoula.

Mobley previously served on the board of Tangipahoa Parish Sewerage District #1 for 18 years, and he also is a past member of the Ponchatoula Future Planning Committee and Industrial Board and Tangipahoa Parish Economic Development Foundation Board.

An active member of the Kiwanis Club of Ponchatoula for 37 years, Mobley is a past president, treasurer and secretary of the local club and past lieutenant governor for the Louisiana, Mississippi and West Tennessee district. He also is a past committee member and past district administrator for Kiwanis International’s Circle K. As district administrator, he was responsible for providing guidance to 450 college students representing ten universities.

Mobley’s other civic pursuits include Ponchatoula Chamber of Commerce and Hammond City Club membership. He also is a previous United Way Serving Tangipahoa Parish city chairman for Amite.

As a parishioner of First United Methodist Church of Ponchatoula, Mobley belonged to the church council for 18 years, for which he was chairman for 3 years, as well as its finance committee for 18 years, for which he was chairman for 13 years. For six years, he assisted with church staff and parish relations.

Mobley earned a bachelor’s degree in Industrial Technology from Louisiana State University and a master’s degree in Business Administration from Southeastern Louisiana University. He also completed professional education through Louisiana Bankers Association School of Banking and Louisiana State University’s Graduate School of Banking.

In associated Tangipahoa Parish Council action, Angelique Richardson was appointed to her first full six-year term with the North Oaks Board of Commissioners. Richardson was previously appointed to complete the late Dr. Robert Barsley’s unexpired six-year term (December 2015-January 2022), effective Nov. 12, 2019.

Richardson is a certified public accountant and longtime resident of Ponchatoula. She owns and serves as chief executive officer of Accentuate Financial LLC, an outsource CFO services firm based in her hometown.

Other North Oaks Board of Commissioners members include Chairman Ron Macaluso, JD, and Vice Chairman Ann Carruth, DNS, RN, of Hammond; Terry Harper and Ron Orsi of Loranger; and Joycelyn Lee, RPh, of Hammond.
